STR Refund Policy
(U.S. Federal + Nebraska Compliant; Contract‑Aligned)
1. Purpose and Scope
This Refund Policy governs all purchases, enrollments, and access to Programs, Continuing Education (CE) modules, and related digital services provided by STR Intervention Specialists, Inc. (“STR”).
Because STR operates a multi‑party model, refund rights differ depending on whether the purchaser is:
- A Member (an organization or individual who contracts with STR to resell access to STR Programs)
- A Program Learner (a participant assigned to a Program by a Member or agency)
- A Continuing Education Learner (an individual purchasing CE modules directly from STR)
This policy complies with U.S. federal e‑commerce law, Nebraska consumer protection law, and STR’s contractual obligations.
2. Governing Laws
Refunds and cancellations are administered in accordance with:
2.1 U.S. Federal Law
- Federal Trade Commission (FTC) Act – prohibits deceptive or unfair business practices in online commerce.
- FTC “Mail, Internet, or Telephone Order Merchandise Rule” – governs timely delivery and refund obligations for online purchases.
- Electronic Signatures in Global and National Commerce Act (E‑SIGN) – governs enforceability of digital agreements and refund terms.
- Consumer Review Fairness Act – ensures refund terms are clearly disclosed and not misleading.
2.2 Nebraska Law
- Nebraska Consumer Protection Act (Neb. Rev. Stat. § 59‑1601 et seq.) – requires clear disclosure of refund terms and prohibits deceptive practices.
- Nebraska Uniform Deceptive Trade Practices Act – requires transparency in digital sales and refund eligibility.
- Nebraska contract and e‑commerce law – recognizes digital acceptance of terms and conditions as binding.
- Nebraska sales tax rules – refunds must be processed net of any tax collected and remitted, where applicable.
3. Refunds for Members (Resellers of STR Programs)
Members enter into a separate written contract with STR.
Refund eligibility for Members is governed exclusively by the terms of that contract, including:
- Seat or license allocations
- Program assignment rules
- Administrative fees
- Minimum purchase commitments
- Any refund or credit limitations
STR does not issue refunds to Members outside the terms of the executed contract.
Members are responsible for communicating accurate refund expectations to their learners or agencies.
4. Refunds for Program Learners
Program Learners may pay for their Program in one of two ways:
- Through the Member’s payment processor
- Through STR’s payment processor
Refund rights differ depending on which entity processed the payment.
4.1 Program Learners Who Paid Through the Member’s Payment Processor
When the Member (agency, court, employer, or organization) collects payment directly:
- The Member is the merchant of record
- The Member controls refund eligibility
- The Member must process the refund
- STR cannot issue refunds because STR did not receive the payment
Refund Requests
Refund requests must be submitted directly to the assigning agency or Member.
STR will only take action if:
- The Member provides written authorization, and
- The action is consistent with the Member’s contract with STR
4.2 Program Learners Who Paid Through STR’s Payment Processor
When STR collects payment directly on behalf of a Member:
- STR is the merchant of record
- STR must comply with federal and Nebraska refund laws
- Refund eligibility is still governed by the Member’s contract with STR, not by learner preference
Refund Eligibility
A Program Learner who paid STR directly may request a refund only if:
- The Member’s contract allows refunds, and
- The Member provides written authorization to STR to release the refund
STR’s Role
- STR does not independently determine refund eligibility
- STR processes refunds only after receiving written authorization from the Member
- Refunds are issued to the original payment method
5. Refunds for Continuing Education (CE) Learners

CE Learners purchase directly from STR and are subject to the following refund rules.
5.1 Eligibility
A Continuing Education Learner may request a refund within seven (7) calendar days of purchase only if:
- No certificate of completion has been produced, and
- No course materials have been downloaded
If either condition has occurred, the purchase becomes non‑refundable.
5.2 Ineligible Refunds
Refunds will not be granted if:
- A certificate has been generated
- Any course materials have been downloaded
- More than 7 days have passed since purchase
5.3 How to Request a CE Refund
To request a refund, the learner must email:
support@strinterventionspecialists.com
The email must include:
- The payment receipt (required)
- The learner’s full name
- The email address used for purchase
- The course title
Refunds are issued to the original payment method.
5.4 Processing Time
Refunds are typically processed within 15–30 days, depending on STR’s internal reconciliation schedule, the payment processor, and the learner’s financial institution.
6. Non‑Refundable Items
The following are non‑refundable:
- Administrative fees
- Processing fees charged by third‑party payment processors
- Completed or partially completed Programs
- Completed CE modules
- Certificates already issued
- Any product or service explicitly marked “non‑refundable” at checkout
7. Fraud, Abuse, and Misuse
STR reserves the right to deny refunds in cases of:
- Account sharing
- Attempted chargebacks after course access
- Misrepresentation of identity
- Abuse of refund policies
- Violations of STR’s Terms of Use
8. Delivery of Refunds
Refunds are issued:
- To the original payment method, unless prohibited by the payment processor
- Net of any applicable taxes already remitted under Nebraska law
- Only after STR receives required authorization (for Program Learners)
9. Policy Acceptance
By purchasing, enrolling in, or accessing any STR Program or CE module, the purchaser and learner acknowledge and agree to this Refund Policy and all applicable contractual terms.
10. Updates to This Policy
STR may update this Refund Policy to comply with changes in federal or Nebraska law, payment processor requirements, or contractual obligations.
The version in effect at the time of purchase governs refund eligibility.
